I've installed 3.4.1 and 3.4.2, and neither installation contained
the standalone browser app.<br>
I installed using both the standalone installer and the network
installer. I tried both standard and custom install and didn't see
an option for the browser app.<br>
Obviously I'm doing something wrong, but can't figure out what it
is. <br>

Windows 7 64 bit, if it matters. Installer downloaded from this <a href="https://qgis.org/en/site/forusers/download.html" target="_blank">page.</a><br>
