GDAL georeferencer is a plugin, as it is listed in the list of installed plugins. I have seen references to a core QGIS georeference tool under the raster menu, but there is no such tool in my version. Typing georeference in the processing search bar yields
no results.</div>

Georeferencer is not a Processing plugin. Look for it in the Raster menu.<br>
