<p>I think you need a proper raster data source for it (RGB for now)
and it probably wouldn't work on tiled raster, such as served by
Base Maps. But there might be solutions to convert a tiled base
map to a GeoTIFF file ...</p>
<p>Or you get to the source, like the USGS topo file, which should
be available as Geotiff files.</p>
