<p>I don't think NE has the appropriate scale for villages, it is
far too small. Your best bet is probably using data from
Openstreetmap. Get yourself a recent copy from here [1], look at
the point layer and the attribute you want is "place" = 'village'
or "place" = 'hamlet' [2].</p>
