Can you see anything wrong with my layers?<br>
Perhaps it doesn't like geojson layer either?<br>

I had "Save layer styles into GeoPackage" selected.<br>
I unchecked that and it still failed with almost the same <br>

It did create a small 74 KB file, but I suspect <br>

Yes, Package Layers (available from the Processing Toolbox of QGIS)
seems to be the best tool available. Unfortunately it doesn't accept
raster layers (as you said) or groups of layers (very important when
you have to manage a large number of layers). I hope these weaknesses
will disappear soon ...
