<p>In my MapInfo days, I would just create a layer with a big 100%
transparent polygon on the top right corner and then place the
North Arrow on top of this invisible box... This required the
creation of a polygon in the project that reflected the extent of
the printed map. If this does not work, you could also place a
transparent label in the North Arrow box so that other label don't
feel the need to invade that space. You can also force the
placement of some labels by moving them. It helps when the map
window and layout windows have the same scale. The last time I
really payed attention to labels, QGIS would basically lock the
label in when a labels was moved to a new position. Not sure if
this is the default now as I see there has been changes to the
label engine.</p>
