<p>Hi John,</p>
<p>the main idea is that the map you see immediately in QGIS, the
one where you pan around and zoom, is a map canvas that is not
meant for publication or printing but for exploration, editing and
that sort of thing. You could add a legend there but only through
significant custom efforts (as far as I am aware).</p>
<p>What you want to use instead is the Print Layout / Composer
functionality:
