One solution, assuming you don't need to run any analysis and its purely for viewing on a map is to use a vector points dataset, using the points as the centres for the circles and styled using an attribute to define the Circles radius.<br>
<br>
To change the radius, you can place the dataset in edit mode and using the Identify Features tool change the circle radius.<br>
<br>
You can also, if required buffer the point files using the radius attribute and the Variable width Buffer tool I hope this helps.<br>
