[SAC] Subversion FSFS migration

All,

In what is probably at least Plan D or E, I have migrated our four  
major repositories to FSFS subversion filesystem backend.  The  
repositories migrated were: GDAL, MapBender, MapGuide, and FDO.  The  
FDO* repositories are still in BDB.  All hook scripts should have  
come along for the ride.  If you notice something is up, let me know  
on #telascience this afternoon and I'll take care of it.
