Martin,

I don't see it as blackmail at all.  One of the reason we are seeking feedback
is that we don't want to wreck the volunteer dynamic we have already.  There
have been a number of things OSGeo and it's projects have avoided trying to
do "with money" specifically to avoid screwing up the volunteer culture which
is so important to us.

I must confess that even I would be tempted to downscale my work level on SAC
stuff if there was someone paid who could take the work though I'd like to
think I'd be applying that time in other aspects of OSGeo.
