[SAC] MaxConnPerIP

Folks,

I have installed "MaxConnPerIP" on all virtual hosts on xblade14-2 as
per:

   http://trac.osgeo.org/osgeo/ticket/216

This was done because I was seeing the same ip downloading the same
file dozens of times simutaneously.
