[SAC] Motion: Provide Trac/SVN for MetaCRS

Motion: SAC will provide Trac and SVN services to the MetaCRS project, in
particular one SVN server (https://svn.osgeo.org/metacrs) and three Trac
instances (http://trac.osgeo.org/csmap, http://trac.osgeo.org/proj4,
http://trac.osgeo.org/proj4js).  The work will be done by Frank Warmerdam.

Folks,

MetaCRS is an attempt to confederate some CRS related coordinate system
projects, and as a first step it needs a home somewhere, preferrably OSGeo.
The intent is to shortly attempt to enter incubation but the infrastructure
in needed more immediately.

FYI, the intent is to run three subprojects (and perhaps more) out of one
join svn instance, but with a trac instance per subproject.
