I'm well aware of how to configure bacula. It's a policy question/issue 
not a technical one. Basically, do we assign quotas, tell people it has 
to be in folder x, or come up with some other way to differentiate what 
actually needs to be backed up vs what is random stuff or easily 
retrievable from other sources (public data sets)?
