Nice.

The issue was caused by a Trac plugin adding extra access rules layered
on top of the standard mechanisms.  I've read a *lot* about Trac
installation and configuration yesterday, but the simple solution was
just to disable this plugin  :-)

I hope I didn't break something different now ....
