 Another website to transition from boundless infrastructure.

 We would like to request a home for geowebcache.org (which is presently
 hosted by PlanetFederal on Amazon S3).

 I have not yet located the most recent source code for the website, but we
 are in position of the following:

 - https://www.geowebcache.org/ (website

   source: not found

 - https://www.geowebcache.org/docs/current/index.html (user manual)

    source:
 https://github.com/GeoWebCache/geowebcache/tree/main/documentation/en/user

 - http://geowebcache.github.io (an older version of the website which is
 incomplete)
