 Hi @robe, thanks for following up, I did not see a notification!

 It started around 3 weeks ago.
 Reproducing is not easy, for example I can build without issues from my
 own computer, which is also located in Europe. We were thinking that maybe
 it's due to the size of DLR, many machines going out on the internet using
 the same IP, so it might be seen a single large user?

 Talking to the user, he can download 40-45 files (some of which large) and
 then it gets stuck for like an hour, and then he can resume and the cycle
 repeats.
