[SeasonOfDocs] Proposed: Start a project decision log

Erin’s suggestion for a decision log sounds like a good idea. 

We should also formalize decision-making a bit more in email by requiring that someone make a motion (“I move that ...”) in order for a vote to take place and the decision to be recorded in that log.

Also to allow for discussion before voting.
