[SeasonOfDocs] Not a Motion Yet: adopt a style guide

Thanks, Cameron! I did not understand the difference between a "motion" and
something up for discussion, so apologies for that misuse of nomenclature.

I don't feel strongly about using a style guide or which one to use, just
putting the idea of Google Developer Documentation Style Guide out there
for consideration.
