[SoC] SoC Project meeting tomorrow

The meeting is now over and the conclusions are:

1) We still have only 9 slots allocated, but have 30 good Applications! 
I'm working with Google to increase this. If we have REALLY bad luck we 
end up with 9, it means that one project will have to accept defeat and 
not get any SoC projects. We'll deal with that if it happens.

2) The final rankings are now done in the Google web application[1], and 
also in the wiki[2].

3) We decided to rank projects by number of (good) applications, with 
randomly determining ties.

4) We also decided that a OSGeo acceptance letter would be a nice thing 
to send to the funded students. Another letter should also be sent to 
the rest of the "top 30", asking them to stay on regardless.

Thank you all mentors for your time and effort, and for ranking the 
applications.
