[SoC] Week 9 Summary (Data Structures for ship detection)

Hello All,

For week 9, I implemented some dynamic 2-D array tables to optimize my
application's speed and design.

Issues to be dealt with:

1) Confidence interval for velocity: Using the standard deviation present in
the final peak/through detector, I am going to find the uncertainty of the
final product within a 95% confidence interval.

2) Provide an annotation embedded on the raster instead of a message box.

3) Validatation procedure.

4) Research into cluster algorithms
