[SoC] GSoC - istSOS 2013 Weekly reports #10

Hi all,   
Work done in week 10 :

This week I resolved some bugs in RSresponse.py but the major work of this 
week  has been to re-implement  the  following files: IOfilters.py and 
IOresponse.py.
So now registerSensor and insertObserbation are okay and  it's possible to 
register and insert profile data into istSOS.


Work to be done in week 11:

For the next week I’ve planned to re-implement: 

GetObservation (GOfilter.py and GOresponse.py )
