[SoC] Students marking their proposals as "final"

Hi,

we noticed that some students are marking their proposals as final. This is
student's decisions, however, in this way you lose the possibility to
receive feedback on your proposals until April 3. In fact, if something is
missing from your proposal, you can't edit it later.
