En mi configuración yo tengo puesto

allowedHosts=['localhost','127.0.0.1','x.x.x.x']

(x.x.x.x) es la máquina dónde está el mapserver la parte del "elif
url.startswith" ni la he tocado

Busca el log donde escribe los errores apache a ver si hay más
información allí...
