They say the drafts aren't going to be released until October, this is just a
request-for-interest phase. The existing docs published by the Data
Specification group seem so abstract they're probably not really worth
looking at for concrete practical purposes. (E.g the group spent a
long time producing a "Methodology for the Development of Data
Specifications", etc. :/)

http://inspire.jrc.ec.europa.eu/reports/ImplementingRules/DataSpecifications/inspire_dataspec_D2.7_v2.0.pdf - 'encoding rules', covering GML profiles, etc, gives an idea of the kind of material being developed. 

Anyway, if we register a generic contact email address, then we can
send around the CRS proposals when they finally make it out to
(semi-)public...
