[OSGeo-Standards] OSGeo-OGC MOU

Folks,

OGC and OSGeo have been discussing how to cooperate more fully in recent
months, and we have come up with a proposed memorandum of understanding
to address that.

I'll try to comment on it more fully later today (now I need to run),
but I wanted to circulate it for discussion.  I'm hoping to review and
adopt it at tomorrows board meeting.
