There is an OGC directive that formally states that the OGC schema repository in the normative reference and that if an OGC standards document is different or if a copy of an OGC schema is different from that in the OGC schema repository, then the OGC schema repository shall be considered normative. being an active OGC standards writer myself I'd say: OGC standards are free &<br>
open, so no problem duplicating them elsewhere, as long as 2 caveats are followed:<br>
- should be clearly marked as a non-authoritative copy<br>
- is on risk of getting outdated, obviously, unless some "nightly" pull<br>
mechanism gets installed<br>

But this is just me, informally, who gets his hands dirty with doing stuff - for<br>
sure an official OGC position should be sought.<br>

Having said this, I've started drafting a Python package [1] which<br>
will bundle <a href="http://schemas.opengis.net" target="_blank">http://schemas.opengis.net</a> and make it available, along<br>
with an XML catalog, to downstream applications for ease of use. For<br>
applications who use the OGC Schemas to do realtime validation and store<br>
the schemas in the codebase, this will provide that package, thus reducing<br>
schemas in codebases. The plan will be to make OS packages<br>
packages (Debian, Ubuntu, Fedora, etc.), allowing for any application to<br>
leverage.<br>
