I suspect that you would be better served to develop a standard
under the umbrella of the Open Geospatial Consortium (OGC).<br>
The OGC is specifically set up to develop spatial standards, where
as OSGeo has a focus on Open Source geospatial software (which
typically makes use of OGC standards).<br>

Have you reached out to the OGC community yet? If not, I suggest
getting in touch with them. I've CCed Scott Simmons from the OGC,
who is also on this list.<br>

could discover and prove the benefits of the system. They
have already effectuated the creation of the VolksNav S.a <a

which will now be the local provider of better orientation
tools. VolksNav S.a will also produce maps with clock based
search grids and plans to reproduce all introduced systems
in other African countries. Investors are already knocking
on the door.<o:p></o:p></span></p>

<p class="MsoNormal"><span lang="EN-US">The dominoes will fall
from there, the Convention will be a de-facto standard and
