If I remember correctly, the issue was around incompatibility with
the OSI definition of the license. [1]<br>
Namely:<br>
"3. Derived Works<br>
The license must allow modifications and derived works, and must
allow them to be distributed under the same terms as the license of
the original software."<br>
<br>
I actually suggest that rather than creating a new license, make use
of one of the already well known licenses.<br>
That makes it much easier for organisations such as the Debian
foundation to approve, as they can just confirm that you are using
an already approved license, rather than drawing in the legal
department to review.<br>

Notice this is problematic due to the non-free nature of the
license.<br>

I'd like to know if OGC has been able to get in touch with the
Debian<br>
project to discuss the issues with the OGC Document &
Software notices.<br>
There hasn't been any public progress since this was last
discussed on<br>
this list ('OGC XML schemas and FOSS4G software distribution'
thread).<br>
