[Tilecache] problem with WMS interface

Hi Christopher,

good question. I think you are based on 1.1.1 (also since in 1.1.0 the DTD
was called capabilities_1_1_0.dtd).

Using Oxygen I could validate your capabilities against the 1.1.1 DTD making
the following changes:

a) remove xmlns:xlink="http://www.w3.org/1999/xlink" at the root element
b) change srs into SRS for BoundingBox
