Don't use gutters with a TileCache layer. If you want single-tile
gutters, use metaTile=yes; metaSize=1,1; metaBuffer=15. (It probably makes 
more sense to just use the default metaTile=yes settings. You will need
PIL to do this.)

Gutters change the size of the tiles. TC don't like none o' that
jibber-jabber.
