[Tilecache] TC 1.9-rc4 : metaTile=no/false has no effect

I just noticed that in tilecache.cfg you can give any value at all to
metaTile and metatiling will be used. The only way to ensure that metatiling
isn't used is to comment the metaLine out.

Would it not be more intuitive to disable metatiling unless metaTile
explicitly equals 'true' or 'yes'?
