Hi Eric --

No, making IMAGE_RELOAD_ATTEMPTS even higher doesn't really make a
difference. I don't think a reload attempt is ever being made because the
image is successfully retrieved, just doesn't always display in the browser.
If I right click on the missing image and select "show picture" then the
image is displayed. I think it may be a network issue. This only happens in
one environment and we have TileCache running on several networks.

Indeed.

Frank, does making IMAGE_RELOAD_ATTEMPTS even higher makes the pink
tiles effect more seldom?
