[Tilecache] a stupid question

The seeding is not required, just rather nice to have already done and
You can have the requests that come in from a client populate the cache.

What messages (error or warning) do you get?

You should see something like;
        16 (11602, 26365) [0.2189s : 4.870/s] 155005 : 682621
        16 (11602, 26366) [0.2198s : 4.870/s] 155006 : 682622
        16 (11602, 26367) [0.2160s : 4.870/s] 155007 : 682623
