[Tilecache] Bug in v1.8?

There were two minor bugs that are not yet covered by tests. (Okay, so
the whole kit and kaboodle is horribly undertested. I guess this means
it's time to start writing tests.)

Anyway, I've fixed the two minor bugs in the CGI -> WMS path. I didn't
find any in the WSGI or mod_python handlers when testing them.

The new code is released on the website as 1.8.1.
