Actually, it needs to be fixed on the client side, not the server side.
The server side WMS uses the extension to request data from the WMS
server as "image/"+layer.extension -- this clearly won't work with
image/jpg for most WMS servers. Instead, the TileCache  Layer in
openlayers needs to be changed to reverse its current logic.
