[Tilecache] Open patches

I like the flexibility of having the layers in different buckets if I 
need to refresh a cache.  The directory structure in the latest revision 
probably allows that but different programs have issues with a directory 
structure in a S3 cache. Some can't see it at all.  I have merged the 
two and I sent a proposed patch to Christopher.
