[Tilecache] easy_install

I think in that case, you would want to type 'easy_install .'. The
"easy_install TileCache" method is designed to work *without*
downloading it... though I see that I broke it somehow in 2.01, and I
don't know how. That's a shame.

In any case, now that you have it downloaded, just type 'python setup.py
install', probably as a super-user.
