[Tilecache] tilecache_seed.py making duplicate mapserver requests?

   We are trying to seed at 5 different resolutions, and noticed something 
odd.   For the first 4 resolutions tilecache_seed.py requests the same 
image from mapserver 4 times.  For the 5'th resolution it requests 
different images.   I'm wondering what might be happening, and whether 
this is a bug or a configuration error.

Relevant lines from configuration:
