[Tilecache] Generate a specific tile

I have OpenLayers setup to read from pre-TileCached layers
(OpenLayers.Layer.TileCache).  This works great as long as the tile exists
(99% of the time).  On occasion, a file will go missing - whether skipped or
deleted, or.... ???  

So, is there any way that I can provide an URL
(http://server/basedrawing/05/000/000/000/000/000/001.png) have be able to
figure out the bounds so that I can recreate the WMS query string and then
re-request it through  tilecache?  

My resolutions are fixed if that helps....
