[Tilecache] Commit Access for fredj

Hi all,

Christopher: thank you very much for the access. I'll try to do my
best to improve and maintain tilecache (and I hope that I'll have
enough time to do it ...)

For the record, I have a TileCache "fork" at
http://github.com/fredj/tilecache, I'll gradually backport
modifications to the official svn repository.
The main updates are:
  * cache: choose the tile structure (disk, tms, flipped-tms, ...) for
every cache type (in config file).
  * s3: ability to choose a bucket name, set the key acl and cache
control (max-age), ...
  * MapServer layer: seed tiles in "clever mode". In this mode, only
tiles with content are generated.
  * cosmetic and non functional changes (coding style, python imports, ...)

BTW, thanks to Eric Lemoine for the advocacy ...
