[Ubuntu] GDAL ECW plugin

Hi,

The Gdal ecw plugin is now available in the repository. You can install it the 
same way you did for gdal mrsid:

$ apt-get update && apt-get install gdal-ecw-src
$ compile/install libecw. (ie. in /usr/local/)
$ gdal-ecw-build /usr/local/
$ gdalinfo --formats | grep -i ecw

Testers are welcome.
