[OSGeo-UK] GIS specifications

Hi Kieran

I'd suggest contacting other councils who may have been through a 
similar process - they will have teh full specificatoin.   We've just 
worked with a couple that I could forward contact details of if you'd 
like - one who was looking at a GIS for the web (location portal) and 
anopther for Intranet Web GIS.
