Just a note to say that I've updated the open response I started:

Would really appreciate more eyes on it. Have i missed obvious things, 
or overfocused on trivial things? Would like to keep it as concise as 
possible. It doesn't flow particularly well, as it follows the 
consultation questions a bit slavishly.

Would like to have this finished by the end of this week. But won't have 
much time to make edits until the weekend.
