Slight correction re status of OSGeo:UK

OSGeo:UK is not a new OSGeo chapter, as it was officially adopted in 2007. We have recently formed an unincorporated association to enable us to have a bank account and manage our own funds, hence the slight confusion on my part.

I suggest that in the meantime those who are subscribed to this list respond to this mail with +1 or 0 or -1 and we can take the summary of that as the view of OSGeo:UK (it would not bind us to subsequently affiliating or whatever will be proposed by OSGeo-EU).
