[OSGeo-UK] OSGeo:UK is becoming a charitable organisation

Hi List,

OSGeo:UK is hoping to register as charitable organisation with the
charities commission. As part of that process, we have had to come up with
a constitution, setting out our "charitable objects" and adopting rules on
benefits to trustees etc.

As befitting the "Open" part of our name, the draft constitution is
available on our website at http://uk.osgeo.org/files/OSGeoUK_Draft_Charity_
Constitution.

We are soliciting comments and/or pull requests on certain aspects of the
document. You can help shape the charitable objectives of OSGeo:UK by
commenting on section three of the document. However, we will not accept
comment on the remainder of the document as it is taken from an example
provided by the Charity Commission.

Furthermore, we'd like eyes on typos and formatting mistakes! The document
was originally converted from https://www.gov.uk/government/
uploads/system/uploads/attachment_data/file/586359/GD3.pdf, and that
process was tricky as the notes (down the left in the pdf) were
interspersed throughout the converted document. We have stripped out
everything we can see, but the more eyes on this the better.

You may already have full write access to the website repository, from
FOSS4GUK 2016. Please use this advisedly- and for everyone else, if you
don't have access, and would like to contribute, please ask.

For general comments, please use this mailing list or contact us off-list
if you prefer.

We're making this available for one week as of July 31st, and then we will
submit a finalised version to the Charity Commission.
