[Webcom] OSGeo Comunity menu block

Hi,
the OSGeo Comunity menu block (below the Foundation section) had not been translated to English resulting in only showing up in Italian (which already has been translated). I have added English, German and Spanish - Italian is already there. We should try to translate the menus first, even if the content still is in English. It helps to not confuse people.
