[Webcom] Lorenzo Becchi as new member

Right now he's willing and able to do the work, and most of the rest of us are newbies with this stuff.  I'm really happy to get some additional help in this area.
 
If SAC is willing to work closely to migrate changes to live, then access to test server would be sufficient (all the changes should definitely be made on the test server first anyway).
 
We should probably reevaluate this after a while though to make sure that SAC isn't getting burned out with these changes, and Lorenzo isn't getting frustrated :)

Tyler,

My understanding was that we were planning to hold administrative access
to www.osgeo.org fairly tightly to avoid instability.  Is this something
Lorenzo can describe to others to do?  Can he do it on the test server?
We can create an account without the same degree of concern on the test
server.
