Folks,

I migrated all the old news archive content to modern news items and
decommissioned the old news_archive.  I'll make a pass updating the
wiki procedure for maintaining the news queue too.

I still would like to see the current procedure of news items going through
"news editors" to ensure some degree of consistency.
