Yes, an Alias textbox appear when the user editing a page has that
permission on the CMS. So, if a translator have it, is possible to
create the alias url for the node.

At this moment, as a translator I can only assign a new the page to a
menu, but not to create an alias.

I added that issue to the next meeting on May 17th
