[Webcom] PHP 5 and Drupal 4.7.x

Ok, I updated settings.php files for fdo.osgeo.net and mapguide.osgeo.net

Note that this is only a sort of a hack, and Drupal should be updated to
5.3 (which isn't a small thing to do) ;)
